Open Skills Education (OSE™)

Open Skills Education (OSE™) is a global skills equity framework

An Open University is a type of higher education institution designed primarily to make university-level education accessible to a wide range of people, particularly adult learners and those who cannot attend traditional, on-campus universities.
The concept is built on a few core principles of “openness”:
🗝️ Key Characteristics of an Open University

  • Open Access (Minimal Entry Requirements): This is often the most distinguishing feature. Open Universities typically have an open-door academic policy, meaning they have minimal or no formal academic qualifications required for entry, such as specific high school grades or standardized test scores. This allows people who may have missed out on traditional education earlier in life to enroll.
  • Distance and Online Learning: The education is primarily delivered through distance learning or online learning, meaning students do not need to attend physical classes on a campus. They study from home or another location, using specially prepared materials, online resources, and sometimes recorded or live tutorials.
  • Flexibility: Programs are highly flexible, allowing students to study at their own pace and on their own schedule. This is ideal for people with full-time jobs, family commitments, or other responsibilities. A three-year program, for example, might be completed over four or even six years.
  • Affordability: Open Universities often have lower tuition fees compared to traditional universities, as they operate with a different infrastructure and aim to make education financially accessible.
🏫 Open University vs. Traditional University
    | Feature | Open University | Traditional University |
    |—|—|—|
    | Admission | Low or no formal entry requirements (Open Access) | Typically requires specific academic qualifications (e.g., high grades, test scores) |
    | Location | Primarily distance or online learning (study from anywhere) | Primarily on-campus, face-to-face instruction |
    | Pace | Flexible; students can study part-time and set their own schedule | Typically a fixed, full-time schedule |
    | Target Audience | Adult learners, working professionals, those with life commitments | Primarily younger students transitioning directly from high school |
In short, an Open University’s main mission is to remove barriers—whether they are geographic, financial, or academic—to ensure that higher education is available to as many people as possible.
