Official Founding Charter

Under Open Skills Education (OSE™)


I. PREAMBLE

We, the undersigned founders and architects of a competency-driven global future, hereby establish the Applied Competency Index (ACI™) as a standardized global framework under Open Skills Education (OSE™).

Recognizing that traditional education systems have prioritized theory over application, certification over capability, and access over equity of outcomes, we affirm the urgent need for a measurable, transparent, and globally transferable competency architecture.

The Applied Competency Index (ACI™) is hereby founded by Alfred Gitau Mwaura, under the broader institutional vision of Open Skills Education (OSE™), to redefine how human capability is assessed, validated, recognized, and deployed in the global economy.


II. ESTABLISHMENT

  1. The Applied Competency Index (ACI™) is hereby constituted as:
    • A global competency measurement framework
    • A skills verification and benchmarking architecture
    • An employability alignment index
    • A public-interest educational standard
  2. ACI™ operates under the governance and philosophical foundation of Open Skills Education (OSE™).
  3. The Founder of ACI™ is: Alfred Gitau Mwaura

III. VISION

To become the world’s most trusted index for measuring applied human capability across industries, sectors, and nations.


IV. MISSION

To:

  • Quantify applied skills beyond academic grades
  • Bridge education-to-employment gaps
  • Standardize competency validation globally

V. CORE PRINCIPLES

1. Competency Over Credentials

Skill demonstration shall outweigh theoretical certification.

Every indexed competency must align with real labor market demand.

5. Transparency

Assessment criteria and scoring structures must be openly published and auditable.

Credential validation shall integrate blockchain-compatible verification systems where applicable.

VII. GOVERNANCE

  1. The Founder shall establish an ACI™ Global Advisory Council.
  2. Sectoral technical committees shall define industry-specific competency matrices.
  3. Regional accreditation partners may be appointed under OSE™ standards.
  4. All intellectual property rights related to ACI™ remain under Open Skills Education (OSE™) governance.

VIII. GLOBAL ALIGNMENT

ACI™ shall align with:

XI. AMENDMENTS

This Charter may be amended by:

  • The Founder
  • Or a 2/3 majority vote of the ACI™ Governance Council

Provided that all amendments remain consistent with the mission of Open Skills Education (OSE™).


XII. DECLARATION

This Charter officially establishes the Applied Competency Index (ACI™) as a global competency framework dedicated to measurable, applicable, and economically transformative education.
