FORMAL AWARDS CHARTER & GOVERNANCE POLICY

ARTICLE I — ESTABLISHMENT & LEGAL STATUS

  1. The Kenya Climate Smart Agriculture and Ecosystems Awards (KCS-AEA) is hereby established as an independent, non-partisan, non-profit recognition and impact platform.
  2. KCS-AEA operates in alignment with:
    • National climate and agriculture laws and policies of Kenya
    • International climate and sustainability frameworks
  3. The Awards shall function with institutional autonomy, ethical governance, and public accountability.

ARTICLE II — PURPOSE & MANDATE

2.1 Purpose

To recognize, validate, and scale climate-smart agricultural and ecosystem innovations that demonstrably enhance climate resilience, food security, livelihoods, and environmental integrity.

2.2 Mandate

KCS-AEA is mandated to:

  • Identify and reward verifiable climate action
  • Elevate farmers, youth, women, and communities as climate leaders
  • Bridge policy, practice, science, and markets
  • Support Kenya’s national and global climate commitments

ARTICLE III — ALIGNMENT WITH GLOBAL & NATIONAL FRAMEWORKS

3.1 UNFCCC Alignment

KCS-AEA directly supports the objectives of the United Nations Framework Convention on Climate Change by advancing:

  • Climate change adaptation in agriculture
  • Climate change mitigation through low-emission practices
  • Climate resilience and capacity building
  • Transparency and measurable climate action

KCS-AEA contributes to:

  • Nationally Determined Contributions (NDCs)
  • Koronivia Joint Work on Agriculture
  • Global Goal on Adaptation

3.2 Sustainable Development Goals (SDGs)

KCS-AEA advances the following SDGs:

  • SDG 1 – No Poverty
  • SDG 2 – Zero Hunger
  • SDG 5 – Gender Equality
  • SDG 8 – Decent Work & Green Jobs

3.3 Kenya National Climate Change Action Plan (NCCAP)

KCS-AEA is aligned with Kenya’s National Climate Change Action Plan under the leadership of the Government of Kenya, supporting:

  • Green growth and low-carbon development
  • Climate finance mobilization
  • Community-driven climate solutions

ARTICLE IV — AWARDS CATEGORIES

KCS-AEA shall operate evidence-based categories including:

  1. Climate-Smart Smallholder Farming
  2. Regenerative & Organic Agriculture
  3. Agroforestry & Landscape Restoration
  4. Climate-Resilient Livestock Systems
  5. Water Stewardship & Climate-Smart Irrigation
  6. Youth Climate Leadership
  7. Women in Climate-Smart Agriculture
  8. Indigenous Knowledge & Nature-Based Solutions
  9. Climate-Smart Agribusiness & Value Addition
  10. Research, Innovation & Digital Agriculture
  11. Community-Led Ecosystem Restoration

ARTICLE V — GOVERNANCE STRUCTURE

5.1 Governing Council

The Governing Council is the supreme oversight body and shall:

  • Uphold the Charter and integrity of the Awards
  • Approve policy, categories, and strategic direction
  • Safeguard independence and transparency

Composition:

  • Chairperson
  • Founder (non-executive, visionary role)
  • Climate science expert
  • Agriculture & food systems expert
  • Ecosystems & biodiversity expert
  • Youth and gender representative
  • Legal & governance advisor

5.2 Secretariat

The Secretariat is responsible for:

  • Day-to-day operations
  • Coordination of nominations and evaluations
  • Reporting, partnerships, and communications

5.3 Independent Evaluation Panels

  • Multi-disciplinary and conflict-free
  • Appointed annually
  • Operate under strict confidentiality and ethics guidelines

ARTICLE VI — NOMINATION, EVALUATION & VERIFICATION

6.1 Nominations

  • Open, inclusive, and merit-based
  • Accepted from individuals, communities, institutions, counties, and organizations

6.2 Evaluation Criteria

Projects are assessed on:

  • Climate impact (adaptation & mitigation)
  • Ecosystem restoration outcomes
  • Social inclusion and equity
  • Economic viability and livelihoods
  • Scalability and replicability
  • Alignment with national and global frameworks

6.3 Verification

  • Evidence-based documentation
  • Field validation (where feasible)
  • Community endorsement
  • Independent review mechanisms

ARTICLE VII — ETHICS, TRANSPARENCY & SAFEGUARDS

  1. Zero tolerance for:
    • Greenwashing
    • Conflict of interest
    • Political or commercial manipulation
  2. Mandatory disclosure by judges and partners
  3. Clear appeals and complaints mechanism
  4. Annual public impact reporting

ARTICLE VIII — RECOGNITION & POST-AWARD SUPPORT

Awardees may receive:

  • National and international recognition
  • Technical support and mentorship
  • Policy advocacy platforms
  • Access to climate finance and ethical markets
  • Knowledge dissemination opportunities

ARTICLE IX — FINANCING & PARTNERSHIPS

KCS-AEA may engage with:

  • Government agencies
  • Development partners and donors
  • Research institutions
  • Ethical private sector actors

All partnerships must align with:

  • Climate integrity
  • Social justice
  • Environmental sustainability

ARTICLE X — AMENDMENTS & REVIEW

  1. This Charter shall be reviewed every three (3) years
  2. Amendments require Governing Council approval
  3. Revisions must maintain alignment with:
    • UNFCCC
    • SDGs
    • Kenya’s Climate Policy Frameworks

ARTICLE XI — ADOPTION

This Charter is hereby adopted as the official governance and policy framework of the Kenya Climate Smart Agriculture and Ecosystems Awards (KCS-AEA).
