Affirm that:

  • Workforce mobility must be transparent.

We therefore adopt the Applied Competency Index (ACI™) and the Competency Credits System (CCS™) as voluntary global instruments for measurable human capital recognition.

Every individual has the right to have their applied skills:

  • Internationally recognized

ARTICLE II – INTEGRITY OF MEASUREMENT

All competency issuance shall be:

  • Evidence-based

ARTICLE III – GLOBAL COOPERATION

Signatories commit to:

  • Promote interoperability of competency verification systems
  • Support cross-border recognition
  • Align education with industry demand

ARTICLE IV – ECONOMIC PURPOSE

Applied competency shall serve as:

🌍 III. MULTILATERAL FOUNDING TREATY

Treaty on Applied Competency Cooperation


ARTICLE I – ESTABLISHMENT

The Parties hereby establish a cooperative framework for adoption and harmonization of the Applied Competency Index (ACI™).


ARTICLE II – OBJECTIVES

  • Promote measurable applied skills
  • Enable cross-border workforce mobility
  • Strengthen economic competitiveness
  • Facilitate industry-aligned education

ARTICLE III – MUTUAL RECOGNITION

Each Party shall recognize verified Competency Credits issued under accredited systems of other Parties.


ARTICLE IV – GOVERNANCE STRUCTURE

The Treaty establishes:

  • National Competency Authorities
  • Regional Coordination Committees

ARTICLE V – DISPUTE RESOLUTION

Disputes shall be resolved through:

Headquarters shall be determined by consensus among founding members.
